THE COMPLETE GUIDE
From a policy question to a shared view of change.
Ofek Light helps a strategic research team notice emerging changes, examine the evidence and discuss possible implications. It does not predict the future or replace professional judgment.
Frame a useful question
Choose a topic from the library. The first ten are active; each ministry area has two more options. Open Topic settings to refine the question, geography and search terms. A useful question connects a changing condition to a decision: what could change demand for local emergency services over the next decade?
Topics are separate research collections in one owner workspace. They are not separate ministry accounts or permission boundaries. Do not give different client organizations this shared owner login.
Gather news and social evidence
Gather news checks the enabled Google News searches and RSS feeds for the selected topic. Collection keeps titles, feed excerpts, links and dates, and removes duplicate links within that topic. These excerpts are not full articles. Open the original source to verify context.
In Sources, add a social page, group or post supported by ExportComments, then choose Import. The worker submits a request, follows its status and saves the original JSON when ready. Imports are limited to 100 records per request and may use provider credits. Private content requires access supported by the provider; a URL alone is insufficient.
News can run every six hours when enabled in settings. Social imports and AI analysis start only when requested. A failed job appears in the activity list. If an export is marked uncertain, check the provider dashboard before submitting again.
Review before drawing conclusions
Analyze next 10 proposes a STEEP subject, an impact timeframe, a system phase and an emotional tone, with explanations in all three languages. Open each record, read its source and correct the proposal. Approve relevant evidence, reject irrelevant material or leave it pending. Unknown is a valid answer.
STEEP covers social, technological, economic, environmental and political change. A record can touch several domains; choose the main one for this radar. Sentiment describes the tone expressed in the text, not political support, the author’s identity or whether an event is beneficial. Social data is not a representative opinion poll.
Understand every mark on the radar
Each point is one source record. Its sector is the STEEP subject. Distance from the center is estimated time to impact: within 2 years, 2–10 years, or beyond 10 years. These time bands are Ofek Light conventions; they are not probabilities and are unrelated to article age. All points have equal size.
Solid points are approved and reviewed. Dashed points are AI proposals; hide them with Confirmed only. Click a point or use the evidence table to inspect it. Records with an unknown subject or timeframe remain in the list below the chart. Never assign a date just to make a point appear.
Optional sentiment colors use human-reviewed labels only. Filters change the displayed sample, not the underlying collection. The radar shows up to 500 recent matching records and should support discussion, not a ranking of risks or a claim about public opinion.
Houston phases are different from time bands
Houston’s Three Horizons describes a current system, a transition and a transformed system. Ofek Light stores that assessment separately from time to impact. A near-term signal can indicate transformation, while an established system can persist for decades.
Turn the map into a research discussion
Compare several sources, identify contradictions and ask what additional evidence would change your interpretation. Discuss implications for services, budgets, skills and preparedness. Revisit the collection as evidence develops. This light version supports framing and scanning; it does not perform a complete scenario, strategy or policy evaluation process.
Language and data ownership
Switch between English, Hebrew and French at any time. Hebrew uses right-to-left layout. Interface translations are reusable through the translation editor. AI interpretations are supplied in three languages; original evidence stays in its source language. Download all data in settings to keep an independent copy of topics, records and original social exports.
Methodology & sources
The workflow is inspired by Houston Framework Foresight, especially framing, horizon scanning and STEEP. The radar design, time bands and sentiment overlay are our implementation choices, not validated or endorsed by Houston.
